The International Rescue Committee (IRC) welcomes the interest of suppliers and manufacturers who can provide needed equipment, services, materials and supplies to our organization. We believe that only through cooperation between our supply partners and ourselves can we receive the best price for the right products in an atmosphere that is fair to all.
The IRC’s procurement practices are governed by our internal rules and regulations as well as by various donor and grant regulations. As a result, our Administrative requirements may vary depending on the equipment or service procured, and for which program or office the transaction is supporting. All Request for Proposals and Request for Quotes will clearly list our requirements, and the eligibility requirements for those supply partners that wish to participate in the tender.
The IRC is seeking to work with a leading think tank to create a “#MeToo Index” which measures action to address gender-based violence (GBV) and SEA prevention and response in humanitarian contexts, including beneficiaries and women working for humanitarian stakeholders. In the coming years, this index will be used by IRC and its partners to improve women and girls’ access to PSEA and GBV services as well as to generate evidence for advocating for an increase in best practices and funding.
This #MeToo Index will refer to existing international frameworks like the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Vienna Declaration and Program for Action, the Beijing Declaration Platform for Action, etc. It will use available indicators and datasets to establish the extent to which humanitarian actors are addressing SEA and GBV prevention and response and whether women and girls are benefiting from necessary protection and empowerment programming.
