Title: Are there efficiency gains when integrating SRHR and HIV services and how do we measure this?
It makes logical sense that there should be efficiency gains when integrating SRHR and HIV services and some studies have found clear efficiencies in the use of human resources for health (Integra and the Together4SRHR). However, evaluating these efficiencies, and measuring funding flows is difficult given the interconnectedness of health systems.
Marelize Gorgens from the World Bank will be presenting the results of a four-year impact evaluation led by MOHCC, NAC and the World Bank in Zimbabwe to understand whether HIV-SRHR integration increased over time, whether an intervention promoted integration, whether there were efficiency gains as a result of integration and whether quality of care suffered as a result of more integrated service delivery.
Jose Antonio Izazola Licea from UNAIDS will be presenting the updated National AIDS Spending Assessments (NASA) which is used for in-depth HIV resource tracking. Whilst the main purpose is to identify HIV financing flows and expenditures directly linked with HIV – many of the spending categories also measure elements of integrated SRHR service delivery.
