International Planned Parenthood Federation aims to improve the quality of life of individuals by providing and campaigning for sexual and reproductive health and rights (SRHR) through advocacy and services, especially for poor and vulnerable people. IPPF was formed in 1952 and today works in over 170 countries to empower the most vulnerable women, men and young people to access life-saving services and programmes and to live with dignity. What makes IPPF unique is that we are an international federation representing independent grass roots civil society organizations around which women and men voluntarily organize themselves to respond to local needs for SRHR.

IPPF’s Humanitarian Programme provides a distinct model for sexual and reproductive health and rights in crises, connecting key elements of humanitarian action (prevention, preparedness, response, recovery and resilience) with long-term, equitable development. The purpose of notice is to create a roster of Bid Manager for the production of high quality grant applications.

Consultants will work with IPPF country teams and global and regional humanitarian technical and operational staff.


IPPF is creating a roster of consultants to carry out high quality needs assessments in humanitarian settings. The assessments will aim to identify the principal needs and gaps of crisis-affected populations as well as analyze the availability of services. The assessments will characterize and quantify populations at risk and document immediate and longer-term SRHR and SGBV needs. The consultants will be contracted for specific assignments and will be available to travel for up to 40 days to complex and fragile environments.

IPPF is seeking consultants with the necessary experience and expertise:

  • Project managing needs assessments in humanitarian settings
  • Health professional with technical expertise in SRHR and SGBV
  • Experience in gender equality analysis and SGBV analysis

Roles and responsibilities

  • Assume overall management responsibility for the needs assessment process
  • Together with the IPPF country teams develop context specific objectives, approach and methodology
  • Train enumerators to ensure quality data collection
  • Monitor the quality of data collected
  • Lead on the development of roles and responsibilities of IPPF staff supporting the assessment
  • Ensure the assessment is inclusive and that the do no harm principle as well as humanitarian principles are respected
  • Lead a technical programme design workshop


The consultants will be contracted for specific assignments and will be available to travel to complex and fragile environments

Milestones and deliverables

  1. Analysis of secondary data and reports
  2. Adapt existing tools and develop a methodology, incorporating:
  3. Train data collectors for primary data collection
  4. Prepare an inception report indicating assessment objectives, scope, activities, timelines and delivery plan
  5. Carry out data collection and analysis
  6. Produce a needs assessment report and provide recommendations for programming interventions
  7. Where necessary and based on the assessment findings lead a technical programme design workshop


Education and qualifications:

  • Medical/nursing/ midwifery technical education, preferably with graduate qualification in Reproductive Health / Public Health / Social Medicine /equivalent
  • Experience SRHR in emergencies including implementation of the Minimum Initial Service Package

Proven Ability:

  •  Project managing needs assessments in humanitarian settings
  • Experience SRHR in emergencies including implementation of theMinimum Initial Service Package
  • Demonstrated experience of working in fragile, conflict-affected and/or insecure environments
  • Demonstrated experience in undertaking SRHR and SGBV needs assessments
  • Demonstrated experience in gender equality analysis and SGBV analysis


  •  Excellent analytical, assessment research, evaluation, writing and communication skills
  • Strong organizational and time management skills required to multitask and meet tight deadlines
  • Where relevant excellent written and spoken command of French and Spanish
